sacramento Nursing Home Information
Elder abuse in the form of nursing home neglect is a widespread problem in California. It affects all classes of people, in nearly every major city in our state. Unfortunately, the Sacramento area is not immune from elder neglect and abuse. The Law Firm of Sean R. Laird is undertaking a massive project to gather and publish information about Sacramento area nursing homes that consumers can use to help determine whether the potential for elder neglect exists at a particular Sacramento nursing home or assisted living facility you are considering.
Neglect at Skilled Nursing Facilities vs. Assisted Living
A nursing home is often referred to by its technical name, “skilled nursing facility.” People will refer to it as a SNF. SNF’s are regulated by a different governmental agency than a Sacramento “assisted living facility.” An “assisted living facility” (or sometimes called a “memory care facility”) is technically a “Residential Care Facility for the Elderly” or “RCFE.” Sacramento RCFE’s or assisted living facilities are regulated by the Department of Social Services. Sacramento nursing homes (SNF’s)are regulated by the Department of Public Health. (See below.)
First, you have to understand the problem facing most Sacramento for profit nursing homes. Consider viewing this short, 3-minute video to get an overview of the problem. Boiled down: Sacramento for profit nursing homes are not regulated well by the State, and Sacramento nursing home management companies will, at times, make decisions to increase profits at the potential expense of resident care. You can start by reviewing data from the State, and combine that information with the statistical analysis will we be posting and updating in the near future.
Evaluate SNF's at Dept. of Public Health
The Department of Public Health only visits a Sacramento nursing home once a year. Sacramento nursing homes often have sophisticated ways to mask problems in thier facilities, as well as complex ways to predict when the “unannounced survey” is coming. When state surveyors inspect a Sacramento nursing home facility they look for failures to comply with a set of regulations, referred to as Title 22 regulations. Title 22 regulations govern how Sacramento nursing home management companies are supposed to operate their facilities.
If the Sacramento nursing home violates a Title 22 regulation, they are issued a “deficiency,” which describes the problem and what aspect of care or the physical plant to which the deficiency relates. Sacramento Nursing homes are required to generate a “plan of correction,” which outlines the steps they are going to take to address and fix the problem(s). A high number of deficiencies, especially those that relate to quality of care and quality of life, can be indicative of a troubled facility where the potential for resident elder neglect exists.
investigate assisted living Facilities at Dss
Sacramento assisted living facilities, sometimes called “memory care facilities, are regulated by the Department of Social Services or “DSS.” In Sacramento, the Department of Social Services’ Community Care and Licensing Office maintains the surveys, complaints, deficiencies and citations regarding Sacramento assisted living facilities (or RCFE’s.) You can get copies of public documents by making a Public Records Act request to the Community Care and Licensing Office or you can visit their website and view some of the material online.
use Medicare.gov to compare
You should be highly critical of any online review process that allows a facility to self-submit data that is used to generate star-ratings and other reviews. This fact was pointed out in a New York Times article by Katie Thomas entitled, Medicare Star Ratings Allow Nursing Homes to Game the System. Sacramento nursing home operators know how they are scored and what staffing levels numbers generate particular ratings. There will be no substitute for your own assessment of the facility, during operations, at times when staffing levels are most stressed.
